Every few years, Whitespark asks a room of local search practitioners to score hundreds of possible ranking signals, then publishes the aggregate as the industry’s closest thing to a consensus on what actually moves the local pack. The 2026 edition, published November 6, 2025, surveyed 47 experts on 187 factors, and its top line is not a single new trick, it is a reshuffling: review and behavioral signals climbed, on-page and link signals slipped, and a factor that did not exist in earlier editions walked straight into the top five.

What did the survey actually ask, and who answered

Whitespark’s methodology has stayed consistent across editions: recruit working local SEOs and agency owners, then have them individually score each of 187 ranking factors from 0 to 5 across four impact areas. Three of those areas are established: local pack and Maps impact, local organic impact, and conversion impact. The fourth is new for 2026: AI search visibility impact, covering how likely each factor is to influence whether a business gets cited in AI Overviews or Google’s AI Mode rather than ranking in a traditional pack. Scores are summed across all 47 respondents, and factors are ranked within eight signal groups, Google Business Profile, review, on-page, link, behavioral, citation, personalization and social signals, by their resulting point total. The next entries tell the more interesting story: a physical address inside the city being searched from outranks a business simply being open at the time of the search, which is itself a brand-new factor for this edition and still landed in fifth place, ahead of star ratings and profile-address visibility.

Whitespark also flags one factor that moved further than any other: Predefined Services, a GBP feature, jumped from 81st place in the prior edition to 22nd for 2026, the kind of shift that signals a genuinely new priority for practitioners rather than survey noise.

What changed since the 2023 edition

Whitespark describes review signals and behavioral signals as the two groups that grew the most in perceived importance between the 2023 and 2026 editions. Behavioral signals cover engagement actions logged against a Business Profile, posts, photo views, click-to-call, and requests for directions, while review signals cover both the volume and recency of reviews rather than just the star average. Against that, Whitespark reports on-page signals, link signals and citation signals all pulled back, with citations continuing what the report calls a downward trend across several consecutive editions. None of that means those signals stopped mattering, ranking factor surveys measure relative weight among practitioners, not a fixed formula, but it does mean the group of signals a local SEO can influence purely through content and links carries less relative weight in 2026 than it did three years ago.

The new AI search visibility category

For the first time, the 2026 survey asked respondents to score every factor a second way: how likely is it to affect whether a business gets surfaced in an AI-generated answer, rather than a traditional local pack. Whitespark reports that the factors experts rated highest for AI visibility skew toward being featured in expert-curated lists, having a strong presence on third-party review and directory sites, and citation consistency, rather than the GBP-centric signals that dominate the classic local pack table above. That is a distinct ranking, not a reweighting of the same one, and treating it as interchangeable with local pack advice is the most common misreading of this year’s report.
